Non duty bound activities and career upgrade

Yesterday when I was talking to someone, he made a point that in govt organizations and public sector undertakings, employees normally do extra activities over and above the regular responsibilities apart from duty part or at least extra activities or follow Boss in his habits- best to impress Boss. Say, Boss is smoking, smoke, Boss is a boozer, and best know boozing...Now, I wonder same thing is happening in private companies and software companies. World is round for all sectors.
